EXPLANATION OF STRATEGIC ALIGNMENT: The leasing of vehicles aligns with being fiscally responsible by reducing capital outlay to acquire the vehicles and aligns with maintaining the fleet in a state of good repair by providing late model vehicles covered by warranty and with predictable life cycles.

BUSINESS CASE: As a result of growth and shifting operating models, additional vehicles are needed which can be acquired through lease agreements, ensuring availability and reliability at market cost.

COMMITTEE RECOMMENDATION: This item was presented and recommended for approval by the Operations, Planning and Safety Committee on November 5, 2025.

EXECUTIVE SUMMARY: In the day-to-day operation of bus, paratransit and rail operations, a fleet of cars, vans, and trucks is used to support the different modes of CapMetro service and operations. CapMetro staff have assessed the pros and cons of leasing vehicles instead of buying them and found that in many vehicle-needs cases, it is advantageous financially, and from a reliability standpoint, to lease the vehicles. This contract will provide for a 5-years lease agreement for up to 23 support vehicles which will be utilized across the agency for activities like street supervision, safety department activities, bus stop and transit center cleaning, facility maintenance, construction, rail support, operator relief, and administrative activities.
