EXPLANATION OF STRATEGIC ALIGNMENT: Transit-Oriented Development supports agency priorities through (1) growing transit ridership by creating attractive destinations and situating residents directly adjacent to our transit stations, (2) increasing and diversifying agency revenue, and (3) growing CapMetro’s investments and significance in the Central Texas region.
BUSINESS CASE: Transit-oriented developments present both financial risk and opportunity for CapMetro. A defined policy on how to pursue these investments provides guardrails to ensure financial responsibility.
COMMITTEE RECOMMENDATION: This item will be presented to the full board on August 25, 2025.
EXECUTIVE SUMMARY: This policy replaces the Transit-Oriented Development Policy passed in 2013 and re-approved by the Board in 2022. Now titled “Transit-Oriented Development (TOD) Implementation Policy,” the purpose of this policy is to establish a framework for CapMetro’s implementation of Transit-Oriented Development. This policy outlines the guiding principles and expectations the Board of Directors sets for TOD projects undertaken on CapMetro-owned land and for partnerships that advance TOD goals within the service area.

WHEREAS, the Capital Metropolitan Transportation Authority Board of Directors and CapMetro Management recognize the important role transit-oriented development plays in supporting agency priorities through (1) growing transit ridership, (2) increasing and diversifying agency revenue, and (3) growing CapMetro’s investments and significance in the Central Texas region; and
WHEREAS, the Capital Metropolitan Transportation Authority Board of Directors and CapMetro Management recognize the need to promote and implement transit-oriented development under appropriate circumstances.
NOW, THEREFORE, BE IT RESOLVED by the Capital Metropolitan Transportation Authority Board of Directors that the attached Transit-Oriented Development Implementation Policy is adopted as of this date.
